Political Lobbying Skills

Explore techniques to effectively lobby politicians and make advancements for animal welfare in Canada. Developing a goal, identifying the key actors, constructing a power analysis, defining the key issues, creating a communication matrix and identifying effective tactics will be discussed.

Presented by Barbara Cartwright and Kim Elmslie

Barbara Cartwright is the CEO of the Canadian Federation of Humane Societies, and is an award winning leader in animal welfare, conservation and education.  Barbara’s work has spanned five continents and 20 years. Her knowledge of policy and public affairs allowed her to lobby for amendments to federal legislation including updates to the Criminal Code, the Migratory Bird Act and the Canadian Environmental Protection Act. In 2008, working closely with on-line giant eBay, she led a successful effort to end the illegal ivory trade on its site worldwide. Barbara has presented to the Justice Committee of the House of Commons, the all party International Conservation Caucus, the UN Convention on International Trade in Endangered Specifies (CITES) as well as at the IUCN World Congress.

Kim Elmslie is the Communications Manager for the Canadian Federation of Humane Societies, and has more than 16 years of experience in the animal welfare movement. Kim led a coalition of national and international conservation groups and successfully lobbied to amend the Migratory Birds Act and the Canadian Environmental Protection Act to protect seabirds from illegal bilge oil dumping. She has lobbied at the federal and provincial level in support of stronger laws to protect animals from cruelty and has appeared before several Parliamentary and Senate committees as a witness.  Kim has presented her work at conferences around the world.
